Abstract

Malacca’s Portuguese colonial legacy is well-known UNESCO World Heritage Site situated in Malacca, Malaysia. The heritage site is expected to bring benefits to the local community and tourists. However, the extent to which this heritage contributes to tourism development and community engagement remains underexplored. In tourism research, one key problem identified is the lack of empirical models linking colonial heritage assets to tourist behaviour and local community participation. Compounding this issue is the rapid urbanisation and modernisation of Malacca. The rapid development in Malacca has introduced environmental and community challenges, including the erosion of historical authenticity, the displacement of local communities, and increases pressure on heritage sites. These problems have threatened the sustainability of heritage tourism by prioritising commercial development over cultural preservation. Therefore, the objectives of this study are to investigate the multifaceted influence of Portuguese colonial heritage on tourism dynamics and community involvement in Malacca. Data were collected from 300 respondents in a survey. Respondents were domestic, international tourists, and residents of the Portuguese Settlement. The findings of this research demonstrated that Portuguese heritage significantly enhances tourism appeal and visitor satisfaction. This eventually will increase revisit intentions. But at the same time, community engagement remains moderate, hindered by limited institutional support and economic opportunities. The study also shows the vulnerability of living heritage sites and the need for inclusive conservation strategies that empower local stakeholders. As a recommendation, policy interventions are needed, including community-based tourism programs and heritage education campaigns. What is also needed is inclusive economic incentives to strengthen local participation and ensure the long-term sustainability of Malacca's colonial legacy. These strategies offer practical guidance for policymakers to balance cultural preservation with equitable development amid urban transformation.
